Yes, Loke taught Jelani a lot. The way Loke had him trained he woulda been a Navy SEAL by 14 (yes, I know I already made that joke).
But when you ask Jelani how he got that good he usually says that his background consists of Enclave, NCR, and The Wilds.
The Wilds in this case is Uthorim. As good as Loke and Jelani are Uthorim rounded up a lot of their training.
He taught the boys about the flora and fauna of the Wasteland, instructed them in medicinal lessons, taught them how to get 100% out of any creature they hunt 'cause it's not just the meat to eat. He taught them how to use the organs and bones, how to skin and tan the hides and fur, something that really benefited Loke as he was already fond of tinkering with armors.
Uth also taught them how to make traps, something both lacked, and he taught them how to track anything or anyone no matter the terrain. This man single handedly turned two very deadly and capable people into rabid bloodhounds and now the Wasteland has to deal with it.

Okay, so I tried my hand at replicating Uthorim. I promise, promise, promise I tried my hardest.
Side note: I don't have the hair mod that has the original hair in the screenshot so I had to improvise.
Skin tone is not exact, I tried to eyeball it as best as I could. Morphed his facial features as well though only a little bit, I wanted to go for a full but muscular/sharp shape.
Am very open to making any changes needed. Have him saved as a preset so it'll be easy to make any changes.

This Uthorim playthrough has really made me rethink his entire kit. So far shotguns have stayed but how he is approaching situations has changed a bit. Its less talking and more brute force lol

Does the axe have a name or did Uthorim give it a name?
Has Uthorim ever experienced any negative side effects when using or even being near the axe? Is there any sort of feeling when using or being near the axe?
Aside from spooky whispers and just creepy vibes does the axe have any other supernatural elements to it? Like, does it always remain sharp? Or can it even break?
What would happen if someone else touched it? Can it even be wielded by anyone else?
Did it choose Uthorim or was it just there for the taking?
Is it sentient or is it just a spooky axe?

As for a name Uthorim has always called it his Vitae. Now if it was given or if that was his name he can't quite recall. When Uthorim uses it he ends up somewhat intoxicated by it, it's hard to put down. At times he has to convince himself that there are no more targets despite bodies still standing.
Using the axe makes him feel everything at its height, kind of how fo4 portrays Jet in a way. The world slows and he can see and feel it all and he just wants to drink it all in. To never put the axe down again. The axe wants to be wielded, it wants to be used, it wants to drink. It seeks those with a desire for violence.
It restores life to those who hold it, blood seems to be drawn into the metal. It keeps the blade at its prime despite its travel warping it through wear. Most who aren't paying close enough attention often mistake the way wounds close and bullets pop out of Uthorim for the use of stimpaks mid battle.
Now if someone else touched it they would experience the same thing Uthorim did all that time ago. It's overwhelming, it's every bad thought and revenge fueled dream brought to fruition. It offers, no promises all those things if you just satiate it's thirst. There are no innocents in these wastes right? Come on Loke, touch me, pick me up and make sure no one can hurt Jelani again. I can bring you Iian, can bring you all of them, pick me up, pick me up!

Uthorim was chosen that day. While the others tore each other apart with whatever they could find he was the only one with sense. He didn't want the violence but he had the anger, the resentment, the will to make it all happen.
The Lounge never came to fruition in Fallout. Uthorim purchased the property but as he gathered supplies to renovated the Brotherhood who controlled the area put a rocket through the front door after a rumor of tech raiders using the basement as a base of operations. They told Uth it was for the benefit of the Brotherhood and he would pull himself back up eventually. This left him completely broke and with nothing but the shirt on his back. This drove Uthorim into dark corners of the Windy City. You see Uthorim wasn't a killer yet, he was a man who wanted to provide but how can one provide when everything you've ever worked for is taken away in a moment. It would be in that darkness he would be reborn. The kindness stripped away from him.
