Fugaku never wanted to involve Sasuke on all the clan problems. Not because he disliked him or because he thought that he wasn't strong enough. He knew how strong Sasuke could be and, somehow, he also knew something bad would happen. He was already guilty enough for dragging one of his kids to this dirty world, so he wanted to make sure that, if nothing happened like he wanted, Sasuke would have a normal life. Even as a kid, Sasuke would always try to argue with him about why he couldn't be treated like his brother. He could never say why.
Sasuke was a kid, yes, but he was just like Fugaku. It seemed stupid to argue with a 7 years old boy, but the elder knew that just saying "you're a kid" wouldn't be enough for Sasuke. It would be common for them to argue about that, and it would always end with Fugaku telling him he wasn't strong enough.
