He did not care about his first family dying with the way he acted in Woodbury and he definitely didn’t care about meghan and lily or he never would’ve done what he did. The camp was fine under Martinez. And Megan’s death isn’t what led to him deciding to completely destroy the prison he killed Hershel brutally before that and it would’ve ended exactly the same way if meghan didn’t die. Idk if he’s meant to act as a foil to Rick to show how people differently deal with loss cuz it’s extremely poor since Rick is actually fuelled by grief and care whilst the governor jacks it to Stanley Milgram. Or even Shane to be like two guys who became uncaring and hardened in the apocalypse after dealing with loss which is also sucky as Shane actually reacted to the people around him not only when he lost power and yk actually cared about people
