The strength and age of their maker

How many fledglings their maker has made and how recently they made a fledgling prior to making the vampire in question

The vampire's own age

Whether the vampire has drunk blood from a vampire older than them

Whether the vampire has drunk from or drunk from someone who has drunk from "the fount" (originally, Akasha)

How old the vampire was at the time they were turned (though the ideal human age is debated among vampires)

Whether the vampire has the personality or temperament to embrace or endure vampiric life

Whether or not the vampire's maker knew to pass blood back and forth multiple times while bestowing the "Dark Gift"

Using Lestat's fledglings as an example, the traits above would make Nicki the weakest (maker is young, recently made another fledgling, maker has not drunk from the fount, personality) and David the strongest (maker has drunk from the fount, has not made a fledgling in 130 years, maker is older, personality) at time of turning.

Using Marius's fledglings as an example, based on the same factors, the most powerful at turning was likely Armand, the weakest was likely Bianca. As of the end of the series, it is Pandora, due to age and drinking directly from the fount.
