So both the discussion of people in Radiant Garden and seeing that Tron post made me think a bit about where Ansem got the world. Here's some info from the wiki before I get started:
So Space Paranoid's page specifically says Ansem copied the computer system created by ENCOM for his own computer. While The Grid's page says he had come upon the Grid and copied its data at the time to create Space Paranoids.
That seems confusing to me. SP implies the world is specifically data made by ENCOM whereas TG's doesn't mention whether its only data made by the company or a whole world that exists all on its own. Coded, KH2, and KHUX proves that an entire world can be copied and made into a data version so at the very least TG, whether real or data, was indeed copied and put into Ansem's computer.
So, since I know nothing about either of the Tron movies, I looked up ENCOM:
I think in a KH setting we can remove the 'America' part of the description, but since ENCOM is just a company they have to be based in some world. I think Radiant Garden is likely because if TG is a whole world it would be hard for Ansem to find it since he can't leave RG at this point in time.
As far as what's canon, Kevin Flynn, lead software engineer of ENCOM, did create TG. So that erases any possibility of TG being a pre-existing world. TG is a data world created by Kevin Flynn.
So I think I might get it now(i.e. I answered my own question halfway through), ENCOM was a company in RG and Kevin Flynn, along with everyone else in the company and his family, were citizens there as well. Flynn created The Grid, Ed Dillinger stole the game and presented it to ENCOM, it became one of the company's games and they had all the data for it. Just as in Tron, the game is like its own world in that data. I dunno how he did it, but Ansem found that data and copied it so he could turn it into the town's operating system. I presume this happens before Flynn gets stuck in the game otherwise there would be a copy of him(and Sam and possibly even Quorra) in SP. Then the world falls to darkness and both TG and SP go into the Sleeping Realms. When the computer in Ansem's lab is turned on, SP awakens, but not TG because it's located elsewhere in all the data ENCOM has, which was probably lost during RG's destruction.
So, my point of this post changed once I figured out the answer to my initial question, but I did figure out the difference between the two worlds incase anyone else was confused too. There you go.
Although, I don't know what crime that falls under, but I'm pretty sure Ansem illegally stole that data.
