Sadly, I must inform you that in Captain America: Sam Wilson #7, Steve gets the serum back when Kobik (the Cosmic Cube girl) saves his life; at this time, she also makes him Hydra. (She holds out her hand and tells him she can make him strong again and make him a hero again. He is transformed.)
Therefore, any Steve after CA:SW #7 (meaning any reserumed Steve from Spencer’s run) is Hydra, although technically we the readers didn’t know this until Captain America: Steve Rogers started.
