I know a little bit about Dolphin and Wii/GameCube emulation, and I’m not particularly surprised that they didn’t release Wind Waker to the Switch 1.
From what (admittedly very little) that I know about Wind Waker, it’s a fairly difficult game to emulate. Some of its visual effects, like the cell shading, are built to run specifically on the GameCube’s GPU, which is very different than the more modern GPU in the Switch.
Additionally, Wind Waker uses some specific quirks of how the GameCube renders a frame to make the Pictobox work. The GameCube saves a copy of each frame to a special bit of memory, called the External Frame Buffer (EFB) before it’s sent to be displayed on the screen. This is so the game can do any post processing effects it wants, or in Wind Waker’s case, it checks the image for any relevant subjects for a pictobox related quest and saves the picture.
Now, this is pretty different from how modern computers render things in a number of ways. And since a lot of games don’t really do anything with this EFB copy, Wii and GameCube emulator devs figured out they could just skip writing the frame to the EFB for most games. This can give a pretty sizeable performance boost, especially on older games.
Now unfortunately, like I mentioned, Wind Waker is one of the games that needs EFB copies for the pictobox to work. Since you only need it for small parts of the game, there’s actually guides on how to setup a hotkey to turn it on when you need to take a picture, and turn it back off once you’re done.
But I don’t think that would be a particularly Nintendo Approved solution. So I suspect they needed the more powerful console in part to eat the performance cost of emulating it, which the Switch 1 might not have been able to do.
