I believe the term comes from fat trans community @ Livejournal, just like death fat is a term made by and for the morbidly obese.
While there are trans people who are fat who call themselves trans fats, that's not what this person is referring to. They're talking about people who are saying they're fat even though their bodies are thin, and appropriating the language and narratives trans people use and experience to do so.
