Watching the Third Doctor and Delgado!Master, or reading their stories, you can’t help but see them as children playing games, using our world as their playground. The Master’s “evil plans” never feel truly frightening and the Doctor almost enjoys their encounters, he even misses him. They don’t come across like beings who are centuries old, but more like two 13–14-year-old teenagers. And maybe, for Time Lords, that really is what they are.
“Terror of the Master” is one of the best and most classic Master stories I’ve ever listened to. It has that perfect ThirdDelgado-era feel. The Master once again gets himself tangled up in something far too big and tries to take over the world. The Doctor realises it long before anyone else does. The Master doesn’t actually want the Doctor to die. He even asks the Doctor for help and despite the fact that the Master has killed the Doctor’s friends, the Doctor still helps him. They work together and save the world.
My favourite moment was when their minds were joined. And when the Master used the TARDIS’s telepathic network to call out to the Doctor for help. No matter what the Master does, the Doctor still believes in that tiny spark of goodness inside him and forgives him. I’m not going to get over this story for a long time.
