If I had written Thiaf I would have called the Freaks "Weeping Gollums", because that's what they are - they have the body of Gollum and the spirit (i.e. powers) of Weeping Angels.
Sometimes you just have to accept things and not ask why they are there. Like bad weather. Traffic jams. Or three Eminem clones in the basement of a haunted asylum.
I can't believe Thief 4 is making me break into a haunted asylum AGAIN. WHY. HOW.
People who haven't played Thief 3 can't understand the horror. The third game of the series had a level that also played in a haunted asylum and that ALSO involved following the ghost of a girl and it basically shows up in every "the 10 scariest video game levels of all time" lists, usually in the top 3. Search for "Shalebridge Cradle" if you want to know more. I played parts of that level during the DAY even though that made it even more difficult to see anything.
The developers of 4 probably included this level as punishment. Many of the fans of the old games complained a lot before the game was even released, so they included something that is mildly disturbing to people new to the series but that will freak out those who know the earlier games. The asylum is even named after a character from the third game who also lived on an island a bit from the coast, Edwina Moira, so I don't think it's an accident.
