Sometimes as a DM,GM or whatever you decide to call it you need a good behind the scenes villain one that you can really get behind hating but is hard to directly fight, In my campaign that's what the Council of Thirteen is and it's to the point where the mere mention of their symbol thirteen triangles arranged in a circle end to end, Is groan/exclamation inducing event. I mean these guys can be traced back to just about every event in my campaign and even quite a bit of its background events.
