This is an older card, for easy of comprehension, let’s read the Gatherer rules text...

X, T: Target opponent puts cards from the top of his or her library into his or her graveyard until a creature card or X cards are put into that graveyard this way, whichever comes first. If a creature card is put into that graveyard this way, sacrifice Helm of Obedience and put that card onto the battlefield under your control. X can't be 0. 

Not much different, but slightly more understandable. 

Now, what does this combo with?

What if the cards being milled don’t go to the graveyard? Ever?

Because it says on the Helm of Obedience “until a creature card or X cards are put into that graveyard”, your opponent does not stop milling, and the cards in their library are endlessly exiled until there is no library. 

I actually ran this deck in standard once!

For those unaware, this combo works like this…

Trigger one Enduring Scalelord, and it gets a +1/+1 counter. That ability resolves, statebased action recognizes the other Enduring Scalelord is triggered, it will get a counter. They continuously trigger back and forth until you choose to stop (”may” abilities to the rescue!). You may now swing in the air with a 1,000,000/1,000,000 and a 1,000,001/1,000,001!

I think you get it now. Exile everyone’s libraries? It’s the best way to screw people over! But where does politics play into this??

If you follow Paradigm Shift up with any counter spell, everyone will receive a Paradigm Shift and a counterspell on the stack. Everyone, in priority order, will then select a target spell (whether it is someone’s Paradigm Shift [copy] or their counterspell [copy]) and collectively the table gets to choose who to screw over by exiling their library/libraries.
