Witherbloom, the Balancer tops out our list with the powerful combination of giving a massive reduction to the cost of your spells while also having affinity for creatures herself. Witherbloom wants you to go wide with a bunch of tokens and then dominate the board with powerful X spells. Even with only three or four tokens in play, getting a reduction of 4 or 5 mana (Witherbloom herself being a creature) is huge! If you build out your board to 10 or 15 creatures, the amount of power you can get out of big spells becomes absurd.
Witherbloom synergizes with powerful X spells like Exsanguinate (67% synergy) that will let you outright win the game, or which compound Witherbloom's ability by filling up your board even more, like Pest Infestation (65%) and Awaken the Woods (64%).
Witherbloom currently ranks as the 8th most popular Golgari commander and as the 2nd most popular commander of the past month. This is a big step up in popularity from any of the commanders below her on this list. Having affinity for creatures makes Witherbloom really tricky to get rid of, as all you need to do to negate commander tax is just create two more tokens. Because of this, Witherbloom brings the combination of a powerful threat and great resiliance, requiring a complete reset of the board to actually get rid of her. The main issue she might face is needing both sources of large numbers of tokens, and spells that are worth discounting, both of which aren't super useful without the other, but this isn't nearly enough of a hurdle to keep Witherbloom from growing in popularity, likely passing Hazel of the Rootbloom (#7) and Shelob, Child of Ungoliant (#6).
