Any Soundwave will do. Just whatever Soundwave he happens to run into first. Mainly because he doesn't know there are different Soundwaves.
Alternatively, he could just as easily run into anyone else living on the Nemesis.
Soundwave has no idea why he was told to report to this... garish wreck of a Seeker, or who they are. All he knows is that Starscream had approved the request.
So at your convenience, you will find him standing behind you, waiting to be acknowledged and directed however you see fit, mystery mech.
