Yes, she's born in the Philippines! Both her parents are Filipino.
As for her impact in the lore, there's not much? She'll only get mentioned as "Mary's best friend" in the game since she isn't really from the garden and unlike Rafael who was forcibly put in the garden to act as a puppet/vessel(?) for Septem.
But as for Nene... She simply just disappears, just a memory to be told, just like Mary.
I still don't know much about the trio and their bond as a friend group (Neo, Rafael, Mary) since Nene was a part of them, hopefully in the next update in Neo's route, they'll provide crucial information of the trio.
Though this is a really good question, anon! It really got me thinking XD After all, Nene's lore is still work in progress and I might have to replay TEAG to add more information about her. But I can provide the bits of it here :3
