people always say fgo got good with camelot in july 2016 but it was already making a notable shift towards story emphasis with e pluribus unum in march that year, particularly in that it starts to deviate from the standard at the time of shoving random battles into every story node because you can't be boring your audience with too many words in a row. e pluribus is where they start having significantly more arrows that are text only without battle attached, specifically because london (december 2015) was so well received for its story
it's true that gbf is older than fgo and always tried to have this fantasy rpg kind of story but people generally don't consider gbf story as getting good before what makes the sky blue in march 2017 or maybe the idelva arc if you're being generous which started april 2016 (and was halfway done by the time wmtsb released) and it likewise doesn't really stop putting battles into every story section until after fgo does (playing old event stories in gbf was fucking ass until the update where they just removed all the filler battles)
like it's the difference between having a story (set dressing for the pngs and mechanics that you're actually selling) and having a story (a selling point in its own right)

After doing some research, I can conclusively say that FGO wasn't the first gacha with story-appeal because Love Life School Idol Festival released 2 years earlier than it.
i played love live school idol festival at the time actually and that was Not a story based game. there were no stakes there was no progression it was just these girls in random slice of life scenarios meant to sell you the appeal of the girls themselves rather than use them to tell a story. nothing wrong with that in itself but it's a bit of a stretch to say it's a predecessor for the kind of mobage storytelling that fgo established
