I don’t think Steven has even considered that as a possibility for himself.
Up until the end of SU, he thought of himself as a replacement for his mom, and even though he’s stopped doing that, he still holds himself responsible for her mistakes.
And even when he’s not dealing directly with problems related to his mother, he’s spent so long living for others that it’s no wonder he wants to just dive into a fusion and let Connie drive for a while.
I think the reason why Steven is so shocked is because he didn’t think Garnet noticed that he has a problem. It’s a very teenager thing to think that he’s been totally smooth about the existential crisis he’s been dealing with. There’s no way Garnet’s noticed that he’s been having trouble finding himself with how subtle he’s been.
