The Department of the Army Pathways Internship Program is designed to provide students currently enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work and get paid while exploring federal careers through a job with the Department of the Army. The Hydrologic Engineering Center (HEC), an organization within the Institute for Water Resources, is the designated Center of Expertise for the US Army Corps of Engineers in the technical areas of surface and groundwater hydrology, river hydraulics and sediment transport, hydrologic statistics and risk analysis, reservoir system analysis, planning analysis, real-time water control management and a number of other closely associated technical subjects. HEC supports Corps field offices, headquarters, and laboratories by providing technical methods and guidance, water resources models and associated utilities, training and workshops, accomplishing research and development, and performing technical assistance and special projects. LOCATION: Davis is a university-oriented city with progressive, vigorous community noted for its small-town style, energy conservation, environmental programs, parks, preservation of trees, red double-decker London buses, bicycles, and the quality of its educational institution.

About the Position:

Position(s) will be filled under the Department of the Army Pathways Intern Program. Click here for more information on Pathways program participation.  The Department of the Army Pathways Interns may be converted to a permanent position within 120 days of successful completion of the program.

This intern position is designed to prepare a student trainee for employment after graduation as a Civil Engineer, GS-0810-11. Interns will be assigned to one or more higher graded specialists who will assign tasks designed to increase familiarity with the target occupation, in a real world work environment.

This opportunity follows a standard promotional path:  

Internship at the GS-07 (typically graduate college students).

After completion of Internship requirements, conversion to the entry-level for the target occupation. Entry level for Civil Engineer positions is at the GS-0810-09 levels. The actual grade level at the time of conversion depends on academic achievement and other factors.

The entry-level position will have a target full performance level, such as GS-11 or GS-12. Progression from the entry-level to the full performance level for this occupation will depend on successful completion of all requirements for promotion. Promotions may be considered after a year at each grade level, but are not guaranteed to occur on a specific time schedule.

As an intern, you will be assigned to a senior specialist or group of specialists. You will be assigned tasks designed to familiarize you with different aspects of the occupation. Tasks will vary depending on the senior specialist's current workload, but may include the following:

Collects specified design criteria, site data, plans and design sketches from previous studies for preliminary and final designs of hydropower related projects.

Independently prepares routine site layout designs.

Researches necessary data for more complex site layout designs.

From tabulations and computations, prepares curves and other graphical presentations.

Processes data according to established methods and formulas using elementary algebra, geometry, and arithmetic.

Prepares and assembles basic or routine technical documents for hydropower related projects.

Assists in preparing basic and moderately complex contract specifications including scope of technical information required and technical elements.

Analyzes engineering technical requirements for overall adequacy of the project designs, schedules, budget estimates, or other project aspects.

Performs drafting and minor detail design.

Uses various computer software including: computer aided drafting (CAD) systems, computer aided design and drafting (CADD) systems, technical design/evaluation software, word processing, spreadsheets, and database management programs.

Eligibility requirements for conversion: must be a U.S. Citizen; complete at least 640 hours of work experience acquired through the Internship Program (*may waive up to a total of 320 hours under specific conditions); successfully complete your degree or certificate requirements from a qualifying institution; meet the qualification requirements for the position to which you will be converted; meet agency-specific requirements as outlined in the Participant's Agreement; and must have performed successfully in your position as documented through performance evaluations. *NOTE: To learn more about the conditions under which a portion of the work experience hours may be waived, visit http://www.usgs.gov/humancapital/sw/studentinterns.html.

If converted to a permanent or term appointment, the anticipated target position will be Hydrologic Technician with full performance level of GS-11 however, the target position and FPL may change based on the need of the organization at that time. Interns must meet the qualification requirements for the position to which converted.

If selected, you will be required to provide official transcripts and/or letter from the school stating you are enrolled in a degree/certificate program on at least a half time basis in good standing and your expected graduation date.

A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
