The Prosecutor General's Office came to the conclusion that permit issue for orca and beluga captures in 2018 was illegal. In the meantime 90 belugas and 11 orcas are currently being held in small enclosures in “whale prison” near Nakhodka. The Vladivostok Interdistrict Environmental Prosecutor's Office, in turn, found a number of violations on the territory of the “whale prison”. “The order of the Federal Agency for Fishery dated January 30, 2009 No. 56, according to which it was allowed to issue permits for the extraction of aquatic biological resources for cultural and educational purposes to organizations that are not engaged in cultural and educational activities, as well as for the extraction of aquatic biological resources in order to further their implementation in Russia and abroad, was canceled in April of 2018, ”the supervisory authority said. According to the law, as the Prosecutor General’s Office indicates, permits for capture can only be issued to applicants with the equipment, technical means and property necessary for carrying out cultural and educational activities on the territory of the Russian Federation.In other words, only Russian oceanariums can apply for permits to capture marine mammals. Extraction of aquatic biological resources for cultural and educational purposes for their further sale and other transactions is not allowed.
