What you interpret as "sighing" is the releasing of excess pressure within a Cybertronian's facial hydraulics. I understand why the movement this necessitates, and the resulting discharge of vapor, would give a human the impression of sighing. As for whistling, it is simply the modulation of our vocal synthesizers—for all the follies of the Cybertronian race, we do not lack musical ability.
All this said, Cybertronian breathing is remarkably similar to your own! Much like most organics, we breathe to vent excess hear and waste products, and we even have societal norms surrounding this. For example, it's commonly considered rude to transform for the purpose of venting, which I believe contributed to the anti-transforming legislation upheld aboard the Lost Light.
