I also headcanon Steve as being really into the idea of punishment but not always being able to come up with fitting or creative punishments. Carol, on the other hand, is all over that shit. So, in that case, Steve is totally okay with her running the show.
I also see both being really into watching the other fuck reader but being completely in control, telling the other faster, slower, like this, like that, or to stop completely because reader is close.
Also, Steve is soft. reader knows how to get to him. Kissing him really soft, puppy eyes, she barely starts begging, promising she will never again do whatever punishable offense she did, and he wants to give in, like “i don’t know, i think she’s learned her lesson” and Carol is not having any of it “she’s playing you” which she makes her admit. Which annoys Steve bc why can’t she just behave??? yet he always falls for it.
But that’s only for small things like coming without permission. When reader really makes him mad, then he can play that punishment game. Even carol is surprised and 100% just wants to watch bc that shit is hot. He doesn’t really want to hear reader talk until he’s satisfied up to a certain point.
