New Bug Fix: Dangerously Fizzy Fix

Hello, Simmers! A new small fix has dropped!

After the Pre-EBN Patch, Sims who drank only 1 bottle of fizzy juice or 1 glass of nectar would get the Dangerously/Weirdly Fizzing Buff. This should fix it.

It's caused by the same code change for Milestones, who knows what else is affected but here's a small fix for this single issue.
