It ends up being a reeeeally slow thing tbh. and not a pining slow burn, but more of a “oh i guess we’re really close friends now and i like spending all of my time with you and wow ur kinda pretty” thing
For Seht, someone has to explain to him that everyone has noticed how much time he spends with her, and that he has never spent as much time with anyone else as he has for Elaine. She didn’t quite have that same level of respect/fear everyone else had for him when she showed up, so she pushes boundaries more regarding like, hanging out in his private labs and stuff like that. And Seht, having never really dealt with anyone so bold, just sorta allows it. And it’s that extra time they spend together all the time that makes them a lot closer. Cue the friendship and trust building.
He doesn’t have to be the blank slate for others to project onto around her. He can actually laugh and joke around her. She has a unique sort of curiosity that comes from not being of this world that allows for him to info dump BIG time on her and have her hanging onto every world. She brings a new perspective to ancient problems. And she cares. So much. For the people of the clockwork city, of tamriel, her friends and strangers. also she’s really cute.
For Elaine, it’s fairly similar. Having someone who is endlessly patient with her as she still struggles with the culture shock of a whole new world, who understands the academic mindset of working through the night on research or struggling to get past a mental roadblock and is supportive through it, who listens to her OWN info dumping on mathematical concepts and offers his own input, who actually takes her unique ideas on tamriel problems seriously, and who genuinely wants to help make the world a better place... all of that. Not even thinking about the fact that he is providing her with the much needed protection from the worm cult. He becomes a close and trusted friend, probably only second to Isla. plus he’s cute so...
And as said above, over time, the walls come down for both of them and they confide in each other worries that they have never spoken alone.
The actual romance part takes a bit longer for them to realize, but it comes out of them both being incredibly touch starved and distrusting/uncomfortable with most people being physically close or intimate, and realizing “hey I don’t feel that way around you”. So they end up being really touchy and close for months if not YEARS while everyone close to them thinks they’re together. the ‘confession’ is more of an accidental thing where one of them pushes things a bit further than usual and is like ‘wait that’s a romance. hmmm, you know what? this doesn’t seem so bad. this cool with you?’ And then the only thing that changes is that they smooch a bit more. they were pretty much already in love but never really like, said it.
