Grim reaper was trying to prevent Shuli from becoming like him. Shuli dreamed of being able to buy the town to fix it but that is not a realistic goal for a person. It would probably take a great portion of people to turn the world around. This chapter hits home on real world issues that the average person could relate to.

17. Shuli:
Being the Child of Prophecy™ is, like, really hard. Not only is the pressure super intense, but people don't really treat you as a person so much as a divinely given community resource. Worse yet, you end up believing that you're not a person so much as a divinely given community resource. People expect you to have it all figured out via some special intuition and not, say, education or experience or anything like that. If you don't have it figured out . . .
But 99% of people don't understand this. If they do believe in the prophecy, there's no reason for Shuli to be stressed and anxious because the gods will take care of everything that's "supposed" to happen in her life. If they don't believe in the prophecy (let's be real, most people), Shuli's whole situation comes across as being an egotistic, coddled adult-child with delusions of grandeur. So they're not exactly sympathetic.
20. Shuli:
Shuli's first instinct when she's sad or upset about anything more personal than The Tyranny of Lords or some such is to isolate herself. Such "self-preoccupation" was looked down upon by the priests who raised her as a distraction from her divine purpose at best, and a personal failing of faith at worst, so she has a lot of shame and anxiety about her negative emotions. Truthfully, though, she really would benefit from a companion to talk her through things and help her stay grounded when she starts to spiral. Most importantly, it would make her feel less like she has to save the entire world by herself.
