More headcanons anyone? Beastly used to be a human before he was cursed by NoHeart to be a.... whatever the hell he is. He's actually 30 years old with a 3rd grade education. While he's awful at reading and writing- he has a strange talent in mechanics and is insanely resourceful- aka he can turn trash into functional trash.

NoHeart gave Shreeky her mirror and a book of simple magic spells when she was very young, and after she showed a lot of magical talent, her parents and NoHeart made an agreement, where he'd keep her as an apprentice.
Her main test subject was poor Beastly at first, but after she turned him into a toad- NoHeart realized that this will be inconvenient to him because he needs his assistant. So, he told her to turn her experimentation to the Care Bears so he can work in peace.
