The cliffhanger I mentioned was Haraken offering her his access to Satchii in exchange for passage to the other side.

Later we saw Haraken acting on (or more precisely, getting worried and disregarding) Amasawa's orders.

If Amasawa took him up on his offer, that means she didn't already have that level of access to Satchii.

Nekome is Tamako's superior. He has more access to Satchii than Haraken does.

Takeru: There are a lot of rumors about obsolete Space, you know. Like, it interferes with the cybernavi. I heard that last year, a kid died in an accident that way.

The government doesn't officially recognize the existence of Illegals, but they don't actually believe Kanna was responsible for her own death, either.

Satchii is their attempt to prevent more accidents, by reducing the potential effects of Illegals- deleting them and wiping out their habitats. Someone's probably-illicitly-modified (and definitely easily replaceable) cyberpet and a bunch of kids' toys are a small price to pay every now and then if it keeps kids from getting hit by cars.
