A man has been fined $30,000 over the distribution of tens of thousands of unauthorised, anonymous pamphlets targeting independent MP Allegra Spender in the lead up to last year's federal election.

Jarrod Davis is also required to pay a $15,000 contribution to the Australian Electoral Commission's (AEC) legal costs after it took him to court over the pamphlets, which failed to include an authorisation and his name and address as required for political communications.

According to a statement of facts cited in Federal Court, Mr Davis admitted that in April last year, he organised for about 47,000 copies of the material to be distributed to voters in the seat of Wentworth, where he was also a constituent.

The finance industry executive paid about $17,500 to a company to produce and distribute the pamphlet, which was 16 pages long and included the title "Allegra Spender exposed".

It opposed Ms Spender's re-election, accused her of regularly misleading the electorate, and attempted to link her to the Labor government.

The bottom of each page read, "Produced by the people of Wentworth for the people of Wentworth."
