He technically doesnt torture them. He himself is/was banished to hell, but he is always trying to get those God created to join him. Kind of as a middle finger to God. He wants Gods favorite and loved people to burn like he is.

But the thing is that God and the angels don’t do anything about it.

Like after Lucifer was banished they rejoiced and were like ‘good luck with Lucifer guys, he’s a tough one’ and then punish us for our sins, all the while knowing we couldn’t resist the temptation of sin. It just doesn’t seem fair for us to be punished and eternally damned for things God knows we can’t resist, ya know?

Also a priest told my brother when he was 8 that he was going to burn in hell because our family didn’t go to Mass on Sundays.
