also note how it was like the first one annulled after the kirkwall chantry incident because you know rivain was taking in mage refugees by the boatload before but especially after & there was no pacifying the chantry or keeping a low profile at that point
TRUE THO. so many mages running off to tevinter when rivain is clearly the better choice. but it’s not like they can ADVERTISE how pro-magic they are or promote rivain as the premier destination for apostate mages so nobody really knows.
