SAIYAN CLASS SYSTEM:

RADITZ: A Low-Class Saiyan Warrior.

NAPPA: A Mid-Class (Elite) Saiyan Warrior.

VEGETA: A Royal-Class (Super Elite) Saiyan Warrior.

FREEZA SOLDIER RANKS:

RADITZ: An Elite Freeza Soldier.

NAPPA: An Elite Freeza Soldier.

VEGETA: A high level Elite Freeza Soldier.

So, when Raditz calls himself an Elite warrior, this is in reference to his rank as a Freeza Soldier. When Nappa call himself an Elite warrior, he is refering to both his rank in Freeza's Army & in the Saiyan hierarchy. When Vegeta calls himself a Super Elite, that is his rank in the Saiyan Hierarchy, but he is simply a high level Elite warrior in Freeza's Army.

I've had this info in my DB DataBook project for a while now, but I might as well share this info here for now since it will take a while to draw and organize other info for the DataBook. And I know that others probably already knew this before I did. I just wanted to share because often times most fans seem to be somewhat confused on this subject.
