These paramilitary forces kept order in the streets and also functioned as riot control troops and firemen ontop of being the cops of ancient Rome! The Vigiles were paid substantially more than Legionaries, and were issued good quality equipment to help with violent situations or incase they were required beyond the city's walls on the battlefield - such instances were extremely rare however. The only downside of having these guys around was that they were not a universal police force and were deployed only in two or three cities across their history, with Rome being one and Carthago being the second.
