i wanted to ask something if it's okay. at the beginning shiera is mentioned but then nothing else of her is known, is she present, gone away? what does reader think of her?

So- one by one.
1. Yes, Shiera is alive and well, at some point (like in canon) she does leave for Essos to become Quaithe but she and reader do know of each other and exist at the same time.
2. What does reader think of her? It's complicated. The easy answer is jealousy, but not for the reasons you'd expect, she isn't jealous of her being Brynden's lover or her being so beautiful, or Brynden being so in love with her, she's jealous of Shiera having known him before he learned to lie.
When reader met him, he was Lord Bloodraven already, calculated, deceitful, ever-present. Shiera gets to see a side of him reader can't (and reader sees a side of him that Shiera does not, but she doesn't know it). Crowlette (reader) knows better than to ever bring Shiera up, or mention her, even.
Brynden only mentions her when he wants to remind his ward that he owes her nothing. He wouldn't talk too much about her, he can't risk your insecurities becoming a burden.
Shiera haunts your relationship and mind, and there is nothing you can do about it.
