Reposted from @bllaklabel - Former Biscayne Park Police Chief, #RaimundoAtesiano, allegedly pressured his officers to frame “anybody black” for unrelated crimes to boost perfect crime stats. According to the Miami Herald, his police department carried out “unwarranted arrests of random black people”. - “If they have burglaries that are open cases, that are not solved yet, if you see anybody black walking through the streets, and they have somewhat of a record, arrest them so we can pin them for all of the burglaries.”- Officer Anthony de la Torre told the investigators! Another Officer, Omar Martinez, told investigators he would refuse to carry out such orders, “I will not arrest an innocent person to make the department look good.” The police chief did find some willing participants! Two of his officers were charged with civil rights violations. A 16-year old boy referred to as “T.D.” was arrested on June 13, 2013 for four unsolved burglaries, trespassing, and raping a girl, with no evidence against him and no lawful basis to support the charges. It is said that he is a black Haitian-American, lived with his family, and lived in a part of the city that the cops referred to as the “Badlands.” All charges were later dropped after the investigation of the police chief began. In January 2013, they arrested Clarence Desrouleaux, 35, for breaking into homes! He plead guilty and was sentenced to 5 years in prison. He was also deported back to Haiti. Later, the Miami-Dade State Attorney dropped his charges. In February 2014, they arrested Erasmus Banmah, 31, for five unsolved vehicle burglaries. The police chief resigned after the 2014 probe began. He said in November 2018, “When I took the job, I was unprepared.
