The idea of queen's having their own code is the most fascinating to me.
We get little hints of this especially throughout the first series most memorably the fact that it's clearly stated that it's a queen's right if she doesn't want to reveal the father of her kits she doesn't have to.
My headcanon for this specific code is that it emerged from early on from when the codes which special mention to the banning of interclan and outside relationships not everyone believed the same way.
She-cats expecting half-clan kits would find themselves panicking and afraid of being cast alone with no support destined to have their kits and themselves from starvation,exposure or a being unable to defend themselves.
However due to the close relationships within clans especially within the queens who are raise their kits together and often spent moons together bonding and sharing joys and pay she-cats would often find a source of support in the nursery.
Afterall it's not unheard or unknown for some toms to simply help sire kits or to simply choose not to raise kits. If a she-cat had a fling or a bad relationship and the tom never spoke up it's not really anyone's business to make either cat say or do anything about it.
In the eyes of queens, it's a she-cat's word and her choice that matters. Her silence is just as valid.
Her kits are just kits.
