When fully complete in 2020, the new $7.4 billion port will include three container terminals, a naval base and special economic zone. The container facilities are being built in three phases. The first phase will have a capacity of 2 million 20-foot-equivalent units and an additional 4 million TEUs of capacity will be added as the remainder of the facilities come online over the course of the next five years.
