The plaques in the second photo show two of the Ten Commandments (there are eight other plaques): "You shall not steal" and "You shall not bear false witness against your neighbor".

This is, by far, the most recognizable monument of the Almada county: the Sanctuary of Christ The King (Santuário de Cristo Rei, in Portuguese).
Built between 1949 and 1957, the Christ the King - usually known simply as "Cristo-Rei" - it was clearly inspired in Rio de Janeiro's Christ the Redeemer, albeit the Brazilian statue is 30 metres tall (38 with the pedestal), two more than the Portuguese monument. However, if you consider the entire structure - ie, the sanctuary as a whole - the height of this building is 110 metres.
Despite being Almada's most iconic building, this Christ the King faces the city of Lisbon with open arms, as if the Son of God intended to bless the Portuguese capital. But that also means that Christ turns his holy back to Almada, the city where he actually belongs.
A final note: this statue is also known as The Traffic Policeman.
