Damian remembers his 'sister' but against orders bc LOA rules say if someone dies it's cause they were too weak to stop it, and no one is allowed to speak of them. Then damian moves to gotham and sees nobody speaking about the dead and assumes it's the same. Once the twins secret comes out they build a shrine(?) for danny but under his deadname, and as phantom he can feel it and it feels wrong, so he shows up to gotham pretty much just to correct them on his gender and leaves.
