How I feel about the Chucky backstory: It is possible that he did kill his mother, but seeing how this doll is a clone of Chucky and they all seem to have different memories/thoughts, and in the flashback Charles clearly looks terrified for his dad and is crying with his mother, I don't think he did it, or at least, it wasn't on purpose.
Also the Hackensack Slasher looks way too much like Adult Charles Lee Ray.
Honestly I don't know how i feel about this backstory.
