this is kinda my design for penny after the cyclone accident

So basically, if you ride the Cyclone, it brings you to a type of limbo like the warehouse but it’s instead the entire fair.

If you are to receive wisdom from Karnak after riding the Cyclone, YOU LEARN EVERYTHING. All the wisdom baby!!1!1! (He’s broken in the real life fair.)

If you are to ride the Cyclone/touch the cart of the Cyclone after being brought in the Limbo Fair, you are normally brought back to the normal world.

In order to find Penny, that annoying person who keeps writing on her books, Ocean ventures through attractions. Such as, the house of mirrors.

When Penny goes through the house of mirrors, she is met with versions of Ocean. She can immediately tell that they are NOT Ocean.

Karnak wants to get out of this lonely, isolated Limbo Fair. He needs to attach to someone, have them go back to the normal world, and then break free from them to truly be free. What he will do when he is free? Nobody knows. Not even Penny, somehow.

Speaking of Penny, she can’t get out of the Limbo Fair. Anytime she attempts to touch the cart of the Cyclone, pain immediately spikes through her head, it hurts so bad it could practically give her brain damage. She’s fine when near it, but if she attempts to touch it, it doesn’t transport her back and it just hurts.

(Objects that are affected in the Limbo Fair are also affected in the normal world, and vice versa.)

That’s why Karnak needs Ocean. She can travel in and out of the Limbo Fair without destroying her own mind, and she doesn’t know anything about Karnak’s plan to be free. She is easy to manipulate, as long as Penelope won’t get in the way.

But it never can be that easy, can it?
