(As Buu-san tells us in ep 26 -- the organization kinda collapsed after Junpei left, scientist started fighting eachother, some stole the statue and started a cult LOL)

and yeahhhhh I just assumed the demons were Noah's failed human test subjects. They even said at the end of ep 1 of the spinoff: "He's our only successful experiment."
Since Junie is 71st, this could either mean the previous 70 are just separated demons from human test subjects that didn't work out. Or the more likely of the two options -- that the human test subjects were turned into the "demons" Junie's fighting.
Aka Junpei is being forced to kill the failed past experiments, as the only successful experiment.
And yeah experiment-wise I have no idea if they were volunteers, or unfortunate people who no one would go looking for, or both.
I think the metaphor here for how the past test subjects just fully turned into failed demons, is the perfect way to show how dehumanization makes monsters of us all.
Like -- the test subjects were dehumanized to the point that they actually became demons.
