Biography: Like a beaked Dudley Moore, nearly everything's a joke to this crazy bird-dragon! He's the elder brother to Guardian of the Fortress, also known as Narses the Resourceful, and is equally clever despite his joking attitude.
To the point that after helping beat Five-Headed Dragon, he was appointed the tax collector for the Republic.
He also works with The Kindred, offering some of his own treasure in exchange for helping him get strong enough to beat his primary rival, Kaiser Dragon.
Upon discovering Toon World, Parrot Dragon has been chosen to also be a diplomat to its inhabitants. How he manages to go into this many jobs is beyond even us.
