Hmm. I've never worked with actual diorama bricklaying and am quite intimidated by the idea of working with cement! If you can't find premade bricks that suit your needs, then making them yourself with a mold might be the best option
Alternatively, without knowing exactly what this project is, personally for something like a wall I'm likely to have a flat base piece and glue on some pieces to make it look like it's all made up of bricks, but I don't know if that's a potential option to work with here?
I haven't needed to work with waterproof materials so I don't have actual experience there. I don't quite have time to do a research dive into options at the moment, so the only thing coming to mind if you can't make the concrete bricks or don't have actual waterproof material is to use a waterproof spray or some kind of other clear sealant? Although, I think waterproof sprays might only bond effectively to certain materials and I don't know how heavy-duty they are, which could be an issue if this is a project with sustained contact with water
Sorry I couldn't be more help. There's lots of different styles of diorama making so I'm sure someone out there has the exact solution you need, it's just the challenge of finding them
