Here’s what Gansa says in Variety:

“It was a very difficult idea because if Carrie was going to be in Moscow with Yevgeny she had to have been doing something for two years that took any suspicion off her. The idea she was writing a book that was super-critical of America’s foreign policy and the CIA was just perfect.”

My interpretation is that it goes both ways. She did need to come up with a way to maintain a life with Yevgeny (whom she does actually love) such that she could redeem herself in Saul’s eyes. If she’s not with Yevgeny, she doesn’t have access, and she can’t provide that information to Saul.

But I also feel like the show has been building to a moment where Carrie becomes this type of whistleblower figure for years now, dating back to season five. This show is an indictment of US foreign policy and the CIA if I’ve ever seen one, and Carrie is the perfect person to deliver that message because she has been both the perpetrator and the victim.

This is actually... a really good question. 

For background, we see the video (or at least a still image) of Haqqani executing Aayan on YouTube (!!!) in 4.11. This is after Quinn shares it with Aayan’s medical school classmates:

But one episode later Saul talks to that guy about re-entering the CIA and they act like it’s only a matter of time until Haqqani releases the video. So definitely everyone at the CIA knew what happened. 

The concern at that meeting in 4.12 is about the public knowing (and how that would derail any kind of confirmation process needed for Saul to become director again) and that kind of assurance is what Dar offered Saul at the end of the episode when he hands him the SD card with the video on it and says this is Haqqani’s offering of good faith.

So there are a few possible explanations for this situation:

It’s a (pretty big) plot hole and the writers forgot in the span of an episode that the video was already posted on YouTube and seen by at least some international public audience.

We can fanwank it and say that the CIA got the video taken off YouTube after they learn about it in 4.11 (Max calls Carrie and tells her). 

Dar knew that the video was already out there and just tricks Saul into agreeing so they can halt Haqqani in Afghanistan. 

My interpretation is that she was checking that someone was coming. She could see the elevator lights indicating that someone was coming down and she thought it might be Dante’s tail.

Sara: The first episode I believed Quinn loved Carrie? Shit, I think my stock answer is 2.12, when he refuses to kill Brody because it would break her. His speech to Estes was trying REALLY hard to sound like it was for operational reasons when it was clear it was not that. 

Sydney:  I think for me it was 3.02, when Quinn goes to see Carrie in the hospital. He just has the saddest look on his face when she yells at him to leave.  He’s so hurt by her rejection and the idea that she didn’t trust his reasons for being there. That must be love, right?

Angela: Although I think there was sexual tension from the get-go in 2.04, the very first episode I figured he loved her was 2.11. That long, lingering look (in the sunset, no less) after Nazir was killed, and then later as he sat outside her house. When Carrie’s doorbell rang, I was torn - would it be Quinn or Brody on the other side. I’d argue they built up to that ambiguity the entire episode. And then to see the look on Quinn’s face, as he watches Carrie open the door for Brody… well, I think it said it all.

Frangi: I think he was interested right from the beginning (the small smile when he says “I’m not, you’re good”) although he wouldn’t have named it love. For me it was when she comes out of the mill and he wraps his arm and jacket around her shoulders.

Ashley: Love? I dunno. It first becomes obvious obvious in 3.07, so for me it was later than everybody else… but really it evolves from 2.11, when he realizes she trusts him. That’s huge for him. I think he works very hard to live up to that trust, and he falls in actual love with her in the process.
