Context: scarcity + institutional stress

food insecurity

unreliable basic services

limited justice-system capacity

applies in Venezuela and Puerto Rico (different forms, same stressors)

People operating at bottom of Maslow’s hierarchy

survival > abstraction

hunger + stress narrow judgment

political action becomes emotional, symbolic, easy to incite

Arrests follow unrest / protests / political conflict

not a single population:

organized actors

loosely affiliated participants

populist or performative figures

people swept up without strategy or clarity

people who did not fully understand stakes or consequences

Violence is not justified

grievance ≠ license for harm

applies universally

instability does not excuse violence

Justice systems under strain behave predictably

broad or vague charges

prolonged pretrial detention

inconsistent enforcement

pressure replaces due process

Political prisoners emerge when:

law enforcement substitutes for governance

detention substitutes for stabilization

control substitutes for repair

Some protest activity was naïve

expectation of moral inflection (“this changes everything”)

misread balance of power

actions that helped no one materially

State response not necessarily irrational

priority placed on order / continuity

blunt tools chosen under constraint

short-term stability over long-term legitimacy

Two things true at once:

some detainees acted recklessly or ineffectively

detention still crossed into political imprisonment

Not heroes vs villains

Not ideology first

Systems under strain produce political prisoners
