Don't re-bury! If they're too weak to make a new cave, they won't be able to breathe under the sand. The best thing to do in this kind of situation is to separate the crabs - you can use some other small tanks or containers if you can keep them warm enough, or you can put a divider in your regular tank since you just have the two. You want to separate them in case one is not immediately pre- or post-molting & one is, so they don't attack each other.

If they're moving around, they likely were still preparing to molt, just digging for fun, or had finished & were planning to come up soon - though unless they're quite tiny, that last one isn't as likely. In this case, make sure they have access to food & water, and keep an eye on them for a week or so. They may dig back down on their own, which is fine. But they could also pull a surface molt, which can be dangerous as it's not the best conditions for molting & it's stressful since they're exposed.

If they do surface molt, or if they're mid-molt (soft, pale colored, found with exoskeleton around them), you'll want to cover them with a solid container to block light. Make sure they either have their exoskeleton with them or provide them with a good calcium replacement - some of the LHCOS approved sellers sell great calcium mixes, or you can offer crab/lobster shell that's sold as gardening amendments. Dried shrimp, krill, crickets, etc would be fine as well, having protein & chitin.

In this case, you'll leave them covered until they come out on their own. You can peek very quickly maybe once a day if you want to keep an eye on them, but try not to disturb them otherwise. Make sure heat & humidity are correct, especially humidity, while they recover their strength. Once they're hardened back up & feeling good again, they'll dig out from under the container on their own.

Once the crabs are moving around, and eating & drinking normally again for at least a few days post any surface molt, then you can put them back in their normal set up!
