It’s not uncommon for strange things to happen to Chilli. Being a top 10 hero means a lot of strange shit, it’s just part of the job description. Everyone is after you to try and topple the system again, despite the immense reforms to how things worked.
So when he finds a kid passed out in his living room, he’s not that surprised. Chilli is known for his anti-child abuse campaign, so occasionally he’ll find kids who want to talk to him personally. He just waits until the kid wakes up and texts Bakugou just in case. (Things were much better if you had friends when you were a superhero.) Even though he knows that Bakugou keeps his phone off when he’s training with Juuta. He’s broken more than one phone in front of Chilli himself.
