ఓఆర్‌ ఆర్ లో ప్రైవేటీకరణ దిశగా అడుగులు ఔటర్‌ రింగ్‌ రోడ్డు ప్రయివేటీకరణకు అడుగులు పడుతున్నాయి. ఔటర్‌ రింగ్‌ రోడ్డు నిర్వాహణ బాధ్యతల నుంచి హెచ్‌ఎండీఏ తప్పుకుని కొన్నేండ్ల పాటు ప్రయివేటు సంస్థకు అప్పగించేందుకు కసరత్తు ప్రారంభించింది. ఔటర్‌ రింగ్‌ రోడ్డుపై భవిష్యత్తులో వచ్చే ఆదాయం, వ్యయాలను కచ్చితంగా అంచనా వేసేందుకు నైపుణ్యం ఉన్నవారిని సలహాదారునిగా నియమించేందుకు ఇప్పటికే టెండర్లను ఆహ్వానించారు. దీంతో పలు సంస్థలు ముందుకొచ్చినట్టు తెలిసింది. క్రిస్మస్‌ పండుగ తర్వాత సామర్థ్యాలను పరిశీలించి ఎంపిక చేేయనున్నట్టు హెచ్‌ఎండీఏ అధికారులు చెబుతున్నారు.గ్రేటర్‌ హైదరాబాద్‌ చుట్టురా జవహర్‌లాల్‌ నెహ్రూ ఔటర్‌ రింగ్‌ రోడ్డును రూ.6,696కోట్ల వ్యయంతో హెచ్‌ఎండీఏ నిర్మించింది. 158 కిలోమీటర్ల మార్గంలో నిర్మించిన ఈ ఔటర్‌ రింగ్‌ రోడ్డుకు ఇరువైపులా సర్వీసు రోడ్లున్నాయి. 316 చదరపు కిలోమీటర్ల ఔటర్‌ గ్రోత్‌ కారిడార్‌ ఉంది. ఈ మధ్యనే ఔటర్‌ గ్రోత్‌్‌ కారిడార్‌ను మరో 316 చదరపు కిలోమీటర్లకు విస్తరించేందుకు అధికారులు ప్రతిపాదనలు సిద్ధం చేశారు. ఈ ఔటర్‌ రింగ్‌ రోడ్డుపై ప్రతిరోజు లక్షల వాహనాలు తిరుగుతున్నాయి. ప్రస్తుతం ఔటర్‌ రింగ్‌ రోడ్డుపై 20టోల్‌ ప్లాజాలుండగా, కండ్లకోయ దగ్గర పనులు సాగుతుండటం వల్ల 19 టోల్‌ప్లాజాలు అందుబాటులోకి వచ్చాయి. ఈ టోల్‌ప్లాజాల ద్వారా ప్రతి నెల రూ.11.10కోట్ల, ఏడాదికి రూ.131కోట్ల ఆదాయం హెచ్‌ఎండీఏకు వస్తున్నది. ఈ విధంగా ఔటర్‌పై టోల్‌ రూపంతో పాటు ఇతరత్రా మౌలిక సౌకర్యాల వల్ల భారీగా ఆదాయం వచ్చే అవకాశం ఉంది. అది కాలక్రమంలో పెరుగుతూనే ఉంటుంది. ఈ ఆదాయాన్ని చూపి ఔటర్‌ రింగ్‌ రోడ్డు నిర్వహణను పూర్తిగా ప్రయివేటు సంస్థలకు అప్పగించేందుకు హెచ్‌ఎండీఏ పూనుకుంది. ఇటీవల ఈ విధానానికి కేంద్ర మంత్రివర్గం పచ్చజెండా ఊపడంతో భారత జాతీయ రోడ్ల నిర్వహణ సంస్థ(ఎన్‌హెచ్‌ఏఐ) దీనికి పదును పెట్టింది. ఈ విధానానికి రాష్ట్ర మున్సిపల్‌ శాఖ గ్రీన్‌ సిగల్‌ ఇవ్వగా ప్రయివేటీకరణకు చర్యలు ఆరంభమయ్యాయి. గ్లోబల్‌ టెండర్లకు సన్నాహాలుసుమారు 25ఏండ్లకు పైగా ఔటర్‌ రింగ్‌ రోడ్డును లీజుకివ్వడానికి అంతర్జాతీయ సంస్థలను ఆహ్వానించేందుకు గ్లోబల్‌ టెండర్లను పిలిచేందుకు అధికారులు సన్నాహాలు చేస్తున్నారు. అందులో భాగంగా ఔటర్‌ రింగ్‌ రోడ్డుపై భవిష్యత్తులో వచ్చే ఆదాయం, వ్యయాలను కచ్చితంగా అంచనా వేసేందుకు ప్రయివేటు ఏజెన్సీని నియమించేందుకు హెచ్‌ఎండీఏ టెండర్లను ఆహ్వానించగా నాలుగు ఏజెన్సీలు ముందుకొచ్చాయి. ఈ నెల 26న టెండర్లను ఓపెన్‌ చేసి సామర్థ్యం, తదితర అంశాల ఆధారంగా ఆర్థిక నిపుణుల సలహాదారున్ని ఎంపిక చేయనున్నారు. టెక్నికల్‌ అడ్వయిజర్‌ ఇచ్చే నివేదిక ఆధారంగానే గ్లోబల్‌ టెండర్లను హెచ్‌ఎండీఏ పిలువనుంది. ఇందుకోసం మరో ఆరు నెలల సమయం పడుతుందని హెచ్‌ఎండీఏ అధికారులు చెబుతున్నారు. ఔటర్‌ రింగ్‌ రోడ్డును 25ఏండ్ల పాటు లీజుకిస్తే దాదాపు రూ.2,500 కోట్ల వరకు ముందస్తు ఆదాయం వస్తుందని హెచ్‌ఎండీఏ అధికారులు అంచనా వేస్తున్నారు. ఒప్పందం మేరకు ముందుగానే ప్రయివేటు సంస్థలు ఆ ఆదాయాన్ని హెచ్‌ఎండీఏకు చెల్లిస్తాయి. ఆ సంస్థలు టోల్‌ ద్వారా, ఇతరత్రా మార్గాల ద్వారా ఆదాయాన్ని పెంచుకుంటాయి. ఔటర్‌ రింగ్‌ రోడ్డును ప్రయివేటు సంస్థలకు అప్పగించడం వల్ల వచ్చే ముందస్తు ఆదాయాన్ని హెచ్‌ఎండీఏ అభివద్ధి పనులకు వినియోగించాలని నిర్ణయించిన్నట్టు తెలిసింది. దీంతో ఔటర్‌ రింగ్‌ రోడ్డు పర్యవేక్షణకే హెచ్‌ఎండీఏ పరిమితం కానుంది.
