Heyyy, would you happen to know if there are any rules or anything for making an osha character? I’m not entirely linked into everything, and you’re the first person I’ve found that might be able to answer. That, and I’d love if you could point me towards a good like, general lore summary, if you’d be so kind :)

Oh, nope! Not a lot of rules at all. Only one I can think of is not establishing pre-lore of your own character linked in with another character. It can get confusing and can pull another person's character off track, and most, including me, don't like that.
Any fandoms are on the table, original characters are way up there, just pick an idea you like.
I don't know about a lore summary, too many branches of OSHA, too many alternate universes, too many different stories. It'd take forever to break anything like that down and I sadly haven't seen anyone insane enough to try yet.
