This was one of those cases where Phil's not sure how to feel about it.
Oh, he knew the man he was currently keeping an eye on was involved with the artifact taken from the desert. That was more than enough for SHIELD to track his movements, even as he skipped identities and moved cross country.
So, Phil was sitting outside at a coffee shop, an e-reader propped on one knee, eyes hidden behind sunglasses and watching the subject of interest walk down the sidewalk on the other side of the street. Certainly SHIELD kept track electronically but sometimes, physical visual confirmation was better.
And frankly, there's nothing Phil dislikes more than feeling like he's not been told something vital. So, he sits, and watches.
