We know both Kirsch and Daybit were against this plan, and Kirschtaria was stated to be a 'traitor' to the Human Order so it wasn't about the Bleaching conspiracy (that's confirmed caused by Chaldeas, by the way). Kirschtaria and Daybit had a deal about determining which method was the best, but also he asked Daybit to tell Novum Chaldea the truth if they confronted him instead.

Olgamarie as Guardian of Humanity was created by Goetia (the colony, I assume at the time, since didn't have a conscious individual ego developed until later) so was implied by Daybit, or rather by Lev specifically. All Lev's hurtful manipulation of Olga was something Goetia (the colony) directed unconsciously, however, Lev developed feelings for Olga which was a miracle and this is the consequence. This is vaguely referred to what happened. But it looks like she was going to be eliminated for good, but Lev's feelings protected Olga. We don't actually know what happened or what he did then, we know Nasu eventually explained in his blog when part 1 ended that he antagonized Chaldea members because he's attached to them, something like speaking of hatred, but actually loved their kind of contradiction. If he lied about not caring about Romani's trust (Da Vinci laughed because he did in the Temple) and pretended he wanted Mash dead, he probably lied about all the hurtful things hurled at Olga in Fuyuki (retcon). It's due to the hive programming vs individual feelings.

In Lostroom, Olga's only flashback of pain was the whole 'tortured by humanity' (again brought up in this chapter) and not Lev's claim she's going to die endlessly, maybe he was lying through his teeth. Lev's miraculous feelings gave them all a fighting chance, I think against Goetia (who due to Lev's own wish for her salvation, spared Mash and tried to stall his own plan) and Marisbury with U Olga's emergence instead of the less clownish God apostle. We'll see that's how I interpret it. Marisbury / Chaldea could indeed be a Beast, if he's an 'excess.' I also wondered back when U Olga appeared with Holmes mumbling "Beasts aren't Servants" which made me think then U Olga was Marisbury's Servant in the way Beast of Revelations is Manaka's. That was one of my theories. It's also possible Marisbury's new body is molded after Olga too, like - Zouken and Sakura's successful deal, and the many examples where the father takes on the daughter's body (Bakin, Hokusai).
